Townsend has an option on his contract to stay in the Sutherland Shire for two more seasons but has been linked to rival clubs looking for an experienced hand in the halves.
North Queensland has been tipped as the likeliest destination for Townsend should he choose to leave Cronulla.
Townsend has notched 142 appearances for the Sharks since debuting in 2011 and appeared in the club’s inaugural premiership-winning side in 2016.
It is expected Fitzgibbon will take an axe to Cronulla’s roster when he takes the reins from interim coach Josh Hannay in 2022.
There are more than 10 Sharks whose contracts expire at the end of 2021, including veterans Matt Moylan, Josh Dugan, Shaun Johnson and Aaron Woods.
